Zion Nuclear Power Station Units 1 and 2 Proposed Amendment to Facility Operating License Nos. DPR-39 and DPR-48 Heatup and Cooldown Limitations NRC Docket Nos. 50-295 and 50-304 References (a): December 5, 1986 letter from P.C. LeBlond to H.R. Denton.

Dear Mr. Denton:

Reference (a) transmitted a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A, Section 3/4.3.2 - Pressurization and System Integrity. That change provided a revised set of heatup and cooldown limitation curves for Zion Station. Commonwealth Edison Company modified the preposed amendment by Reference (b).

The heatup and cool down limitation curves contained in Reference (a) are based upon an exposure of 15 EFPY. Commonwealth Edison Company has determined that these curves are consistent with the requirements of 10 CPR 50, Appendix 0.

However, teleconferences held with Mr. J. A. Norris and others of your Staff on February 27, 1987, have resulted in the identification of conflicting information contained in Reference (c).

Commonwealth Edison Company acknowledges this inconsistency and is requesting that the proposed license amendment contained in References (a) and (b) be modified to reflect a limitation of 14 EFPY of exposure.

Mr. H.R. Denton February 27, 1987 of Reference (a) contained a revised set of Technical Specification pages.

"15 EPPY" is referenced twice on page 84 and once on page 85.

It is requested that these three references 1,e nodified to read "14 BFPY".

This change has received on-site and off-Site review and appproval. of Reference (a) contained Commonwealth Edison Company's demonstration that the proposed amendment does not involve a significant hazards consideration. The requested modifications transmitted by Reference (b) and this submittal do not alter that analysis.
