Dear Mr. Keppler:

In accordance with the provisions of 10CFR50.54(g), we request approval of a proposed change to the Zion Station Generating Station Emergency Plan (GSEP).

Federal Regulations require that Commonwealth Edison maintain a backup emergency operation facility (BEOF) for Zion Station. Commonwealth Edison proposes to designate the Corporate Command Center in Chicago as the alternate or BEOF in lieu of present facilities which are located in Libertyville, Illinois.

The current approved Generating Station Emergency Plan recognizes the Corporate Command Center (CCC) as an initial response center for Commonwealth Edison. The CCC has ready access to plant parameters through the Safety Parameters Display System (SPDS) and Point History programs and to doseassessment through the Offsite Dose Calculations systems (ODCS). Engineering and Health Physics l expertise and the capabilities for accident and fuel transient analyses are'in close proximity to the Corporation Command Center.

Additionally, Telecommunications and Computer System Departments are

-also easily accessible. Sufficient space and communications are ,

available to accomodate the state and federal agencies that would be j involved in responding to a GSEP.

I In the event that relocation is required to a BEOF, transportation for state and federal agency personnel to the Corporate Com.nand Center can be made available. Information pertaining to the difference in time and driving distance between the two locations for backup EOFs can be found in Attachment 1 to this letter.

Although the Corporate Command Center is located beyond the recommended 10 to 20 mile range specified by NRC guidance.

Commonwealth Edison believes that this proposed change to the Emergency Plan does not result in any negative impact in the health and safety of the public.

Letters from the states of Illinois and Wisconsin confirming that they have no concerns related to this proposed change can be found in Attachments 2 and 3 to this letter.

Your approval of this proposed change is sought by February 1, 1987 in order to support the extensive emergency drills that are being planned for 1987.

In accordance with the guidelines regarding NRC communication procedures related to emergency planning submittals, two copies of this request are being sent to Region III for your use as well as a copy to the Zion Station NRC Resident Inpector.
