This refers to the routine fire protection inspection conducted by Mr. D. Schrum of this office on

. August 25-29,1997. The inspection included a review of activities authorized for your Quad

.

Cities Nuclear Power Station. At the conclusion of the inspection, the findings were discussed

with those members of your staff identified in the enclosed report.

L Areas examined during the inspection are identified in the report. Within these areas, the .

inspection consisted of selective examinations of procedures and representative records,

= Interviews with personnel, and observation of activities in progress. The purpose of the -

- inspection was to determine whether activities authorized by the license were conducted safely.

and in accordance with NRC requirements.

Overall, the fire protection program was adequately implemented. Fire brigade performance .

l

' during a fire brigade drill was good. Control of combustibles and material condition for the

^

majority of the fire protection equiprnent were also gooo.- We are concemed, however, about a

7 violation of NRC requirements that was identified. The violation is of concem because it '

fdemonstrated that plant personnelinvolved in hot work activities in a high risk area of the plant

1were unaware of the requirement, clearly delineated in Quad Cities procedures, to ensure that -

.

combustible materiais were protected or separated from hot work activities. This violation is of

j

particular concem because you had previously imp!emented more stringent controls for cutting

' and welding in high risk areas of the plant as a result of your identification of intemal plant fires

'

as a significant risk contributor in core damage frequency calculations.
