Dear Mr. Taylor:
The Omaha Public Power District (OPPD) received this Notice of Violation and Prop'osed Imposition of Civil Penalty on December 18, 1986.
This Notice of Violation involved the adequacy of a vital area barrier.
The attached Safeguards material provides details of OPPD's planned security program improvements and OPPD's specific responses to this Notice of Violation in accordance with 10 CFR 2.201. After careful review, OPPD has elected to pay the civil penalty as proposed.
Enclosed is a check in the amount of Fifteen Thousand Dollars ($15,000).
OPPD believes that the specific improvements included in the attached will provide more effective security program management controls.
The material enclosed herewith (Attachments A and B) contain Safeguards Information as defined by 10 CFR 73.21 and therefore its disclosure to unauthorized _ individuals is prohibited by Section 147 of the Atomic Energy Action of 1954, as amended.
