Dear Mr. Carns:
The Commission has issued the enclosed Amendment No.103to Facility Operating License No. DPR-21 for the Millstone Nuclear Power Station, Unit 1, in response to your application dated May 15, 1997.
The amendment revises Technical Specification Sections 3.1 and 4.1 " Reactor Protection System" and the associated Bases to remove run mode intermediate range monitor high flux / inoperative with the associated average power range monitor downscale scram trip function.
A copy of the related Safety Evaluation is also enclosed. Notice of Issuance will be included in the Commission's biweekly Federal Reaister notice.
