Technical Specifications for Alternate Shutdown Panels Re: Cooper Nuclear Station (CNS)

During the Cycle 10 refueling outage, 10 CFR 50.48 (Appendix R) alternate shutdown modifications were performed at CNS. In accordance with Generic Letter 81-12, a Technical Specifications amendment request should be i forthcoming to reflect the newly added equipment. The enclosure is forwarded for your guidance in preparing an amendment request.

It is noted that CNS does not have a Dedicated Shutdown System. Accordingly, the guidance relating to a DSS diesel generator and battery bank is not applicable to CNS.

The staff considers three months prior to Beginning of Cycle 12 a reasonable period of time for the District to prepare and submit an amendment request.

SURVEILLANCE REQUIFEMENTS 4.7.13 1 Each monitorin6 instumentation chtnnel shall be demonstrated 0FERABLE by perfoming the CHANNEL CHECK and CHANNEL CALIBRATION operations at the frequencies shown on Table 4.3-X.

4.7.13 2 Each transfer switch, power supply and control circuit shall be demonstrated 0FERABLE at least once per 16 months by operating each actuated component frem the ASS / DSS stations.

4.713 3 The ASS / DSS diesel Eenerator shall be demonstrated OPERABLE:

a. At least once per 31 days by verifying:
1) The fuel level in the fuel stora6e tank is greater than or equal to ( ) inches, and 2)

The diesel starts from ambient conditions and operates for at least 30 minutes at greater than or equal to ( )kW.

b. At least once per 92 days,by verifying that a sample of diesel fuel from the fuel stora6e tank, obtained in accordance with ASTM-D270-1975, is within the acceptance limits specified in Table 1 of ASTM-D975-1977 when checked for viscosity, water and sediments and i
c. At least once per 18 months, during shutdown, by subjecting the diesel to an inspection in accordance with procedures prepared in conjunction with the manufacturer's recommendations for the applicable class of service.

PLANT SYSTEMS BASES 3/4.7.13 ALTERNAT!JE/ DEDICATED SHUTDOWN SYSTEM l The OPERALILITY of the ASS / DSS ensures that a fire will not preclude achieving safe shutdown. The ASS / DSS equipoent are independent of areas where a fire could damage systems nornelly used to shutdown the reactor. This capability is consistent with GDC 3 and 10CFR50, Appendix R.

The equivalent shutdown capability provided when the ASS / DSS is inoperable depends on the specific equipment involved and, therefore, should be sufficient to assure that the intended shutdown actions can be accomplished, or that fires can be reasonably precluded during that time for which ASS / DSS equipment would otherwise be required, consistent with the ASS / DSS design basis. Any temporary procedures or special fire watch patrols established to provide this equivalent capability should be reviewed by the (PORC) ard approved by the (station superintendent) prior to implementation.

3/4.7.14 PORTABLE FIRE EXTINGUISHERS .

The portable fire extinguishers are the first line of fire defense and are most effective when fires are in their early stages of development. Portable extinguishers provide the capability to protect safety-related equipment from fires in their incipient stages, but must be properly distributed throughout the plant and maintained in good operating condition to be effective. When

- an extinguisher is inoperable, it should be promptly repaired or replaced.

3/t. 7.15 EMERGENCY LIGHTING UNITS The 8-hour emergency lighting units are provided in areas needed for operation of safe shutdown equirment and in access a.id egress routes thereto.

This equipment provides illuminat'cn for operators to manipulate required equipment concurrent during plant emergency shutdown operations with the lost of the normal illumination within the area. This equipment should be properly maintained and if inoperative should be promptly repaired or rep 1 aced consistent with the defense-in-depth philosophy.
