l SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 221 TO FACILITY OPERATING LICENSE NO. DPR-68 TENNESSEE VALLEY AUTHORITY BROWNS FERRY NUCLEAR PLANT. UNIT 3 DOCKET NO. 50- 296

1.0 INTRODUCTION

By letter dated July 28,1999, the Tennessee Valley Authority (the licensee) applied for changes to the Browns Ferry Nuclear Plant, Unit 3, Technical Specifications (TS). The proposed changes would implement operability and surveillance requirements for the previously-installed Oscillation Power Range Monitor (OPRM) trip function.

The OPRM was installed as part of the Power Range Neutron Monitoring (PRNM) system upgrade during the September 1998, Cycle 8, refueling outage. TS for other portions of the PRNS system were approved by the U.S. Nuclear Regulatory Commission (NRC) in Amendment No. 213 on September 3,1998. Amendment No. 213 provided for one cycle of plant operation with the OPRM trip function inoperable, in an " indicate only" mode, for testing

purposes, in a letter dated February 22,1999, the licensee provided the results of operational experience and testing of the Units 2 and 3 OPRMs in the indicate-only mode. TS for Unit 2 were subsequently approved in Amendment No. 258 and the Unit 2 ORPM was enabled during the Spring 1999 start-up of that Unit.

l The Units 2 and 3 ORPMs are identical and the proposed Unit 3 TS are the same as the Unit 2 TS.

2.0 EVALUATION Because of the com aonality of the Units 2 ar'd 3 changes, applicability of the staffs March 11, 1999 Safety Evaluation for Unit 3 may be extended to Unit 3. The staff's Unit 3 safety evaluation was limited to a verification that the proposed Unit 3 TS changes are verbatim to i

those previously approved for Unit 2.

3.0 STATE CONSULTATION

in accordance with the Commission's regulations, the Alabama State official was notified of the proposed issuance of the amendment. The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

The amendment changes a requirement with respect to installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. The NRC staff has i

determined that the amendment involves no significant increase in the amounts, and no significant change in the types _, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The 1

Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration, and there has been no public comment on such finding (64 FR 46450). Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public w ll not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
