1.0 BACKGROUND
The material control and accounting requirements in 10 CFR Part 74 require licensees to substantiate the uranium element and isotope content of all special nuclear material received, produced, transferred between areas of custodial responsibility, on inventory, or shipped, discardeJ or otherwise removed from inventory. For those material forms that are not sufficiently homogeneous to enable representative sampling, licensees must utilize reliable non-destnictive assay systems to establish the isotopic and derived elemental content of the materials. As state-of-the-art technology changes, it is imperative that the guidance provided to applicants and licensees be updated.
2.0 OBJECTIVES The objective of this task order is to provide the NRC with recommendations to update regulatory guidance on methods for non-destructive assays (NDA) of the uranium mass and isotopic content of licensed material. The update should account for changes in regulations, state-of-the-art enhancements of NDA systems and relevant changes to acceptable standards for analysis of these materials.
3.0 TECHNICAL QUALIFICATIONS REQUIRED For technical assistance involving non-destructive assay systems for uranium materials, the key personnel shall have in-depth knowledge of active and passive non-destructive assay systems applicable to measurement of uranium-235 and 233 in scrap and waste forms as well as current knowledge of available reference standards to ensure traceability to the national system.
4.0 SCOPE OF WORK The contractor shall provide technical assistance to the Office of Nuclear Material Safety and Safeguards / Division of Fuel Cycle Safety and Safeguards / Licensing &
International Safeguards Branch (NMSS/FCSS/FLIB) by recommending guidance on methods for non-destructive assay of the uranium mass and isotopic content in 1
1 licensed materials. Attention should be given to consolidating the existing guidance into fewer documents, perhaps a single Reg' latory Guide or NUREG report discussing u

S.0 DEllVERABLES The contractor shall prepare all deliverables in the word processor format in use at the NRC (currently Wordperfect 8.0), unless directed otherwise, and submit this to NRC with a paper and disk copy as detailed in the schedule below. Letter reports. draft reports and final technical reports shall be edited and reviewed by the Contractor and

Within 1 month after receipt of (e) above, NRC shall review and provide comments to the contractor, a)
Within 1 month after receipt of NRC comments in (f) above, contractor shall provide a gul report to NRC that includes the changes requested in (f) above.
6.0 PROJECT MANAGEMENT -
Maintain Effective Communication with NRC Staff The contractor shall maintain effective communication with NRC staff. For the d of this task, the contractor shall participate in at least a bi-weekly telephone call with the NRC's TPM to discuss the progress of the work. The Contractor's Task Leader and NRC TPM shall participate in quanerly progress meetings to be held in Rockville, Maryland. Other meetings to address Task planning and NRC comments will be scheduled on an ad hoc basis consistent with the availability of pertinent staff.
l Other Communication The contractor shall coordinate all necessary communication with entities other than the NRC's TPM and Project Officer through the NRC's TPM.

7.0 ACCEPTANCE CRITERIA i
The contractor shall provide deliverables on time to meet NRC's schedule. Each deliverable provided by the contractor shall include a level of technical detail sufficient to provide technical support in the event of a challenge or hearing.
8.0 LEVEL OF EFFORT lt is estimated that this task will take approximately 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> to complete.
9.0 MEETINGS AND TRAVEL All travel shall result in trip reports, which may be issued separately or as part of the next monthly letter status report. Copies of separately issued trip reports shall be i
submitted within 15 days of the completion of travel. It is estimated that a minimum of 3 trips to NRC Headquarters will be needed for the purpose of: (1) discussions with NRC on work requirements of each task order, prior to commencing work; and (2) discussions with NRC on development of contractor products as circumstances warrant. When practical, telephonic or video conference calls shall be held in lieu of meetings at NRC Headquarters.
It is estimated that this Task Order will require contractor travel for attendance at the following meetings, as needed:
a)
One-day kick off meeting at NRC headquarters to discuss the contractor's technical approach and milestones, and for contractor discussions with knowledgeable NRC MC&A inspection and/or licensing staff.
- b)
One-day meeting at NRC headquarters for information gathering and discussions with knowledgeable NRC MC&A inspection and/or licensing staff.
c)
One-day meeting at NRC headquarters to discuss NRC comments on each draft report.

10.0 NRC FURNISHED MATERIAL
,NRC shall provide the contractor with copies of Regulatory Guides and NUR 0602 and 5550.
11.0 PERIOD OF PERFORMANCE The deliverables and schedule for work conducted under this task are expec completed in 9 months after initiation of the project.
12.0 CONTRACTOR ACQUIRED MATERIAL No materials are expected to be acquired under this SOW.
13.0 REPORTS The deliverables shall be submitted in hard copy and in electronic medium co with the word processor in use at the NRC in an electronic editable text file.
14.0 TECHNICAL DIRECTION Thomas Pham is designated the NRC TPM for this project. Donna Umbel the NRC Project Officer. Technicalinstructions may be provided to the contractor during the duration of the project. Technicalinstructions shall not constitute a new assignment of work or changes of such a nature as to justify an adjustment in co period of performance. Directions, if any, for changes in scope of work, cost of performance will be issued by the NRC Contracting Officer.
15.0 QUALITY ASSURANCE All deliverable reports shall be reviewed by the contractor's management and with two signatures. One signature must be from the contractor's Task Leader, an signature must be from a manager at a higher level than the contractor's Task Lead When revisions for the reports are issued, a section must be included in the revised report to document dates of, reasons for, and scope of all changes made since the issuance of the first contractor's approved report.
NRC has the option of appointing a Peer Group to review, comment, and recommen changes to the draft and final reports. The contractor may recommend candidates for the Peer Group for approval by the NRC's TPM or Project Officer.
In the occasion of dissent in the content of the final report, the dissenting party sh have the option of stating its viewpoints and findings in a section of the report 5
