Dear Sir / Madam:

By letter dated January 12,1999, PECO Energy Company submitted Technical Specifications (TS) Change Request No. 98-08-0, in accordance with 10CFR50.90, requesting an amendment to the TS (Appendix A) for Facility Operating License Nos. NPF-39 and NPF-85 for Limerick Generating Station (LGS), Units 1 and 2. The proposed changes involve revising TS Section 3/4.4.2, " Safety / Relief Valves," and TS Bases Sections B 3/4.4.2, B 3/4.5.1 and B 3/4.5.2, to increase the allowable as-found main steam Safety Relief Valve (SRV) code safety function lift setpoint tolerance from i1% to i3%.

In our January 12,1999 letter, we requested that, if approved, the amendments to the LGS,

Units 1 and 2, TS be issued by May 5,1999, and become effective within 30 days of issuance in order to support startup activities associated with the upccming LGS, Unit 2, refueling outage (2R05).

In order to support implementation of the proposed TS changes, the cycle specific core reload

))

analysis, which is performed for each unit prior to each refueling outage, must be updated to reflect the effects of including the 13% SRV setpoint tolerance change. The LGS, Unit 1, analysis will not be completed until its next refueling outage (1R08) currently scheduled for April, 2000.

Therefore, since the core reload analysis for Unit 1 is not expected to be completed until 1R08 commences (scheduled April,2000), we are requesting that the issuance of the amendment for LGS, Unit 1, be deferred to facilitate implementation prior to startup from 1R08. This request is being submitted under affirmation, and the required affidavit is enclosed.
