Dear Sir:
This application for an amendment to the James A.
FitzPatrick Technical Specifications proposes changes to permit the installation and operation of modifications associated with a second level of undervoltage protection for the two 4160 volt (4 kV) emergency electrical buses.
The purpose of thic new trip system is to assure that safety-related equipment and circuits are not damaged, or rendered incapable of performing their intended function, due to a degraded voltage condition on either of the plant's emergency electrical buses.
The function of the newdegradedvoltageprotectionisverysimilartotheexjsting loss-of-voltage protection.
In Reference 1, the Authority proposed a modification to provide a second level of undervoltage protection.
In that letter, the Authority committed to complete the modification 50hh333 CK 0,
W within eighteen months of receiving NRC approval.
The NRC granted approval in September 1984 (Reference 2).
Based on this approval date, the Authority was committed to complate the modification by March 1986.
In October 1984, based on projected outage schedules, the modification was planned by Reference 3 for the Reload 7/ Cycle 8 refueling outage, now scheduled to begin January 15, 1987.
The Authority requests that this application for a Technical Specifications amendment be approved prior to April 15, 1987.
If such approval is not granted by April 15, 1987, the Authority requests that the commitment date for completing the modification be rescheduled.
The changes proposed by this application are similar to those described in Reference 1.
Alterations have been made to adapt them to the current Technical Specifications.
Changes to to the Technical Specifications on pages 54, 60, 70c, 71 and 79 are included in this amendment application.
Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled " Application for Amendment to Operating License" together with forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed changes to Appendix A of the Technical Specifications and the associated Safety Evaluation.
In accordance with 10 CFR 170.12, a check in the amount of
$150.00 is enclosed as payment of the application fee for the review of the proposed changes to the Technical Specifications.
In accordance with 10 CFR 50.91, a copy of this application and the associated attachments are being provided to the designated New York State official.
