INTRODUCTION Ry letter dated Auoust 25, 1986, as supplemented October 15, 1986, South Carolina Electric & Gas Company (the licensee) requested several changes to the Administrative Controls section of the Technical Specifications (TS1 for the Virgil C. Summer Nuclear Station. The changes involve alterations to the organizational charts shown as Figures 6.P-1 and 6.2-2 in the Technical Specifications.

EVALUATION At the corporate level, the organization as shown on TS Figure 6.2-1 would be changed as follows:

(1) The title of the Senior Vice President, Power Operations would be changed to Senior Vice President, Nuclear Power, Construction and Production Engineering. This is a title change that does not affect the organizational structure under the Vice President, Nuclear Operations and does not change his nuclear-related responsibilities.

It is, therefore, acceptable.

(2) Within the Nuclear Services Division, three group manager positions would be combined into two. The Nuclear Education and Training group and the Regulatory and Support Services group would be combined into a new Nuclear Regulatory and Developmental Services group. There are no changes in i

reporting relationships or functional responsibilities other than the consolidation into the one group, and no change in the overall corporate comitments. The change is, therefore, acceptable.

(3) The Procurement Group previously located in the Nuclear Operations Department would be transferred to the Ouality Services Organization, which would be retitled Quality and Procurement Services. This change would not change job responsibilities or overall organizational commitments.

It is, therefore, acceptable.

At the plant level, the orcanization shown on TS Figure 6.?-2 would be. changed as follows:

(1) The Security Organization previously reported administrathvely offsite to the Group Manager, Regulatory and Support Services, and functionally onsite to the Group Manager, Technical and Support Services. This organization would now report both administratively and functionally to the Group Manager, Technical and Support Services. This change would not affect the responsibilities or functioning of the Security Organization.

The change is, therefore, acceptable.

(2) The RegLlatory Compliance group previously reported to the Director, Nuclear Plant Operations. linder the proposed organization, this group would still be located onsite and would functionally support the Director of Nuclear Plant

. Operations. However, it would now report administratively to the Manager, Nuclear Licensino in the new Nuclear Regulatory and Development Services group. This change should improve corporate oversight of compliance activities and is acceptable.

The station organization resulting from the proposed changes are shown on revised TS Figure 6.2-2.

The changes do not represent a decrease in support to plant operations anc' the resulting organization is in accordance with the requirements of Section 13.1.7 of the Standard Review Plan, NllREG-0800 The proposed changes are, therefore, acceptable.

ENVIRONMENTAL CONSIDERATION This amendment relates to changes in recordkeeping, reporting or administrative procedures or requirements. The Comission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(bi, no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

CONCLUSION We have concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Comission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
