Gentlemen:

This refers to the inspection conducted by Mr. E. A. Plettner of this office

during the period November 17-21, 1986, of activities authorized by NRC Operating

License No. NPF-38 for the Waterford Steam Electric Station, Unit 3, and to the

discussion of our findings with you and other members of your staff at the

conclusion of the inspection.

Areas examined during the inspection included the licensee's non-licensed staff

training, licensed operator training, and requalification program. Within these

areas, the inspection consisted of selective examination of procedures and

representative records, interviews with personnel, and observations by the NRC

inspector. The inspection findings are documented in the enclosed inspection

report.

During this inspection, it was found that certain of your activities were

potential violations of NRC requirements. However, since these potential

violations are related to training, they are not cited herein as violations but

are considered to be unresolved items in accordance with the Commission Policy

Statement on Training and Qualification of Nuclear Power Plant Personnel

(50 FR 11147). No response is required; however, your attention to the

unresolved items which have the potential of becoming violations in the future

is warranted.

Unresolved items are identified in paragraphs 2 and 5 of the enclosed

inspection report.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
