Dear Mr. Tucker:
I am taking this opportunity to urge that the industry respond to the check-valve issues initially highlighted by the San Onofre Unit 1 event in November-1985.
I am very concerned about the potential implications for all. nuclear power plants in light of the recent Surry Unit 2 event which also raised questions regarding the adequacy of the industry's maintenance and testing of check valves.
I urge'the.0wners Group Task Force to send a clear message to the industry to reemphasize the importance of evaluating their check valve program ~and imple-menting in a timely manner the INPO SOER which was issued in October 1986.
I am particularly. interested.in any followup actions the Owners Group Task Force may have taken to assure that appropriate priority is being placed on this problem by all nuclear utilities.
I would appreciate any s.tatus information that you might be able to provide.
As a result of the previously identified check valve problems which we have discussed and as a result of the recent Surry Unit 2 event, the NRC may conduct inspections at selected utilities to determine the effectiveness of the industry's actions to date.
