Gentlemen:

-This refers to the inspection conducted by D. E. Norman, J. E. Bess, and G. A.

Pick of tnis office during the periods September 29 through October 3,1986,

and October 14-17, 1986, of activities authorized by NRC Operating

Licenses DPR-51 and NPF-6 for ANO-1 and ANO-2, and to the discussion of our

findings with members of your staff at the conclusion of the inspection.

Areas examined during the inspection included design changes and modifications,

inservice inspections, EQ inspection followup, IEB 85-03 followup, and followup

on an allegation related to an over torque condition of Limitorque operators.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the NRC inspectors.

The insnection findings are documented in

the enclosed inspection report.

It is our understanding as a result of the telephone conversation between

myself, members of the Region IV staff, and members of your staff that a letter

describing your program for ensuring safe operation of Limitorque operators will

be provided by you'to Region IV.

Within the scope'of the inspection, no violations or deviations were identified.

Two unrasolved items are identified in. paragraphs 2.e.(1) and 2.e.(2) of the

enclos

inspection report.
