On December 12, 1986, representatives of Texas Utilities Generating Company met with USNRC Region IV personnel to discuss continuing poor performance of Comanche Peak Licensed Reactor Operator and Senior Reactor Operators on NRC administered requalification examinations. The following individuals were in attendance at this meeting.

Neimeyer At the onset of the meeting the licensee agreed that a problem existed due to factors such as inadequate training time, efficiency in the use of training time as well as program and examination structure.
In short, it was recognized that the existing program has shortcomings in preparing licensed individuals to pass an examination as currently administeed by the NRC.
The licensee proposed the following efforts to imprnve licensed operator performance on NRC administered examinations.
1.
Expand the scope of licensee administered examinations to sample the program on an annual vice biennial basis.
2.
Require effort from operators beyond that required during the training week.
3 Concentrate training efforts in the weak areas noted on NRC administered examinations.
4.
Increase training time available by going from a six to five shift rotation.

The NRC Region IV staff agrees that the proposed changes and redirected efforts should enhance the Comanche Peak facility licensed operators performance on NRC administered requalification examinations. The staff also agreed to review and comment on the proposed programs for accelerated retraining and examinations for personnel who failed the most recent NRC administered examinations.
