The NRC Systematic Assessment of Licensee Performance (SALP) Board has

completed its periodic evaluation of the performance of the Trojan facility.

Your facility was evaluated for the period of November 1, 1985 through October.

31, 1986. _The results of the evaluation are documented in~the enclosed SALP

Board Assessment. We wish to meet with you to discuss our assessment of your

performance at our offices on January 15, 1987.

The.performanc'e of your Trojan facility was evaluated in the functional areas

of plant operations, radiological controls, maintenance, surveillance, fire

protection, emergency. preparedness, security and safeguards, outages, quality

programs and administrative controls affecting safety, licensing activities,

engineering and construction, and training.

The SALP Board's evaluation of

your performance in these functional areas is contained in the SALP Board

Assessment.

The. Board found an improving trend in the functional area of plant operations

and we encourage your continued attention in this area. .This is a major

improvement from last~ report period.

The Board also noted management

initiatives' in' Quality Assurance which demonstrate potential for improved-

performance in this' area.

However, we find that a great deal of effort and

~

strong management is still needed for'some years to come in the area of

Quality Assurance to make up for years'of neglect.

Continuity of emphasis and

management attention will be a challenge in view of the reassignment of the

present QA Manager. ,Therefore,' priority should be placed on assuring that an

aggressive and independent management is continued in Quality Assurance.

The Board found declining trends in the areas of emergency preparedness and

security and in the area of engineering performance.

Engineering was given a

Category 3.

The L'ard recommends that increased management support be

provided in your en ergency preparedness and security programs.

The corrective

actions you have initiated in the engineering functional area should be

aggressively pursued, in addition to increased management involvement to

assure a questioning and self-critical attitude is innate in your engineering

work.

Management overview should also be directed toward assessing the

thoroughness and quality of engineering work and the effectiveness of those

- actions you have taken to improve the overall performance of your engineering

function.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 1,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

Report will be placed in the NRC's Public Document Room, as will any comments

you may wish to submit to NRC regarding the content of the SALP Report.

No reply to this letter is required, however, should you have any questions

concerning the SALP report, we would be pleased to discuss them with you.
