The Baltimore Gas and Electric Company (BG&E) hereby withdraws Change No. 6 requested in Reference (a), which would have expanded the positive Moderator Temperature Coefficient (MTC) limit (above 70% of rated thermal power). Reference (a) requested several license amendments. BG&E is withdrawing only Change No. 6. This request was submitted to envelope all positive MTC expectations for future 24 month cycles.
In support of this request a Feedline Break (FLB) analysis was presented based on the expanded MTC limit. Results of the analysis, for the case with a coincident loss of AC power, exhibit a maximum reactor coolant system (RCS) pressure occurring at approximately 29 seconds into the event following a reactor trip. This peak pressure exceeds 110% of the design RCS pressure.
It is our understanding that the NRC staff believes additional justification is needed for this proposed change because 110% design RCS pressure is exceeded. BG&E desires to withdraw the request and may elect to resubmit the proposed change at a later date with additional Justification and/or modification as needed.
