Gentlemen:

This refers to the inspection conducted by Messrs. J. E. Gagliardo, J. P. Jaudon,

L. A. Yandell, D. J. Sullivan, and D. L. DuBois of the NRC during the period {

November 17-21, 1986, of activities authorized by NRC Operating License DPR-34

for the Fort St. :Vrain Generating Station, and to discussion of our findings

with you and other members of your staff at the conclusion of the inspection.

The area examined during the inspection cover the effectiveness of your

management initiatives and charges to enhance performance. The inspection

consisted of extensive interviews of performance level personnel and first-line w

supervisors. The inspection findings are documented in the enclosed inspection

report.

The nature of this inspection was a special assessment of the attitudes and

perceptions of your employees in order to evaluate the depth to which the

management changes and initiatives you have initiated have penetrated throughout

the organization. The findings of this inspection are noteworthy because of the

excellent attitude identified in the personnel associated with the operation and

maintenance of the Fort St. Vrain facility. The effect of your management

initiatives to enhance personnel performance appear to have been successful, but

the inspection findings also indicate that you should continue your vigorous

efforts to implement fully these initiatives.

Within the scope of this inspection, no violations or deviations were identified.

A written response to this report is not required, but we will continue to

monitor your progress in implementing your performance improvement efforts. We

will, in particular, closely monitor your efforts relating to the concerns

identified in this report.

During the course of the interviews, we promised to provide the interviewees

with a copy of this report. We have enclosed an addressed envelope with a

copy of the report for each of the people interviewed. Please put these

reports into your internal mail system.
