r The enclosed rule, entitled "Special Nuclear Material Physical Inventory Summary Report," will amend 10 CFR Parts 70 and 74 regulations pertaining to general reporting by modifying 10 CFR 70.53(b) and adding 10 CFR 74.17. These amendments will codify the reporting of the results of physical inventories by fuel facilities that has been done voluntarily since 1975. l This proposed rule does not constitute a significant question of policy, nor '
does it amend regulations contained in 10 CFR Parts 7, 8, or 9 Subpart C 5 concerning matters of policy. I therefore find that this rule-is within the i scope of my rulemaking authority pursuant to 10 CFR 1.40(d)(2) and am proceeding to issue it. O
