Dear Mr. Anderson:

On August 17. 1995, the U.S. Nuclear Regulatory Cnnmission (NRC) issued Generic Letter (GL) 95 07. " Pressure Locking and Thermal Binding of Safety-i Related Power Operated Gate Valves." to request that licentees take actions to l

ensure that safety-related power-operated gate valves that are susceptible to pressure locking or thermal binding are capable of performing their safety functions.

By letter dated February 9, 1996. you submitted your 180-day response to the GL for the Crystal River Unit 3 Nuclear Power Plant (CR3). In response to cur request, by letters dated July 11 and September 14. 1996, and August 11. 1997 you provided additional information. The NRC staff has completed its review of your submittals and based on its review, finds that you have adequately addressed the requested actions discussed in GL 95-07, as discussed in the attached safety evaluation and. therefore, our effort under the technical assignment control (TAC) No, M93454 is completed and the TAC is closed.

Please note this may be subject to our future inspection / audit.
