J AUG 011986 Docket No: 50-286 Power Authority of the State of New York Indian Paint 3 Nuclear Power Plant ATTN: Mr. William Josiger Resident Manager P. O. Box 215 Buchanan, New York 10511 Gentlemen:
Subject:
Safeguards Regulatory Effectiveness Review at the Indian Point 3 Nuclear Power Station The NRC is in the process of conducting safeguards regulatory effectiveness reviews at certain nuclear power reactors.
I wish to infom you that the Indian Point 3 facility has been chosen for such a review during the week of September 8-12, 1986.
The prime purposes of the review program are to evaluate the overall effectiveness of the Indian Point 3 safeguards program and to detemine whether existing safeguards regulations yield the level of protection intended by NRC. The review supports the NRC's quality assurance program for j
safeguards, both as it applies to the Indian Point 3 security system and to NRC's regulations. The review will complement, but will be independent of, l
the licensing and inspection functions.
The review at Indian Point 3 will be conducted by a team with representatives from the NRC's Office of Nuclear Material Safety and Safeguards (NMSS),
Division of Safeguards, NRC Region I, and U.S. Army Special Forces personnel from Fort Bragg, N.C. The review team will be comprised of two groups. One group will review safeguards for the facility from the perspective of an insider, while the other will review it through the eyes of an external adversary group.
The overall plan for the conduct of this review will be discussed at an entrance briefing on September 8, 1986. You may wish to have a representative of your corporate staff present during this briefing as it will provide an overview of the team's objectives and anticipated activities during the review. Any questions that you may have concerning the team's review techniques or other matters should be addressed at that time.
For the remainder of the first day, the team would like to have a plant orientation tour, with emphasis on safeguards areas and systems, and begin the examination 9
of plant vital areas. The second through fourth days will be dedicated to 8600070286 e608o1 DR ADOCK 0500o286 kg PDR

f AUG 011986 Power Authority of the State of New York 2 completing the review of vital areas and components, and reviewing the security force, access control system, and physical security systems.
The last (fifth) day is reserved for any activities the team has been unable to accomplish earlier in the week and for a briefing of plant and corporate personnel on the preliminary results of the review.
Please provide appropriate plant personnel support for the team during the scheduled review. Those chosen for this purpose should include a reactor operator, an instrument technician, an electrician, and a security officer.
The team will make every effort to schedule its activities so as to minimize disruption of normal plant operations. The time that various team members will spend on site will vary, but generally will range from four to seven hours per day.
The names and organizational affiliations of the team members, with badge number, social security number and level of clearance, are being provided in an enclosure to your copy of this letter only. You are requested to limit access to that information to those who have a need-to-know.
If you have any questions regarding the conduct of these regulatory effec-tiveness reviews which you wish to have answered prior to the team's visit, please contact Douglas Pickett of the NRC Safeguards System Evaluation Section, at (301) 427-4751, or James H. Joyner of my staff at (215) 337-5251.
Your cooperation with us in this matter is appreciated.
Sincerely,
~~a cd 5^
