This refers to the special safety inspection conducted by Messrs.

1. N. Jackiw, L. Reyes, and W. G. Guldemond of this office on
October 27 and 28, 1986, of activities at Davis-Besse Nuclear Power
'
Station authorized by NRC Operating License No. NPF-3 and to the
discussion of our findings with you and members of your staff at the
conclusion of the inspection.
This was a special team inspection to evaluate your management practices
relating to internal communications of plant activities. The NRC team
also assessed the effectiveness of the new management organization
created following the June 9, 1986 loss of feedwater event.
The enclosed copy of our inspection report identifies areas examined
during the inspection. Within these areas, the inspection consisted
of a selective examination of procedures and representative records,
observations, and interviews with personnel.
No violations of NRC requirements were identified during the course of
this inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy
