Dear Mr. Denton:

i By letter dated June 24, 1986 and supplemented July 1, 1986 and July 23, 1986, Duke Power proposed changes to the steam generator tube plugging criteria in the McGuire Nuclear Station Technical Specifications initially to incorporate the P*

criteria for steam generator (S/G) tube plugging, then to base the proposal on the F* criterion af ter discussions between our respective staffs. Accordingly, some changes to the proposal are necessary.

i Attachment I contains the proposed changes to the Technical Specifications to base the plugging criterion on F*.

While the proposal does not contain a requirement to plug indications above F*, Duke Power intends to plug tubes with primary water stress corrosion cracking (PWSCC) indications above F* until this type of degra-dation can be more accurately characterized and sized by eddy current testing (ECT). Additionally, a footnote is added to specify a time limit on the appli-cation of F*.

This time period expires ninety days af ter startup following the fifth refueling outage for each unit and is to alleviate staff concerns of long term application without further data while allowing operation for two more cycles on Unit 1, three cycles on Unit 2 in order to allow continued operation while j

gathering further data on PWSCC, and that any subsequent changes will not be on an

]

expedited basis. contains the Westinghouse report to answer the staff concerns as addressed in the July 24, 1986 letter to Mr. H.B. Tucker including test data.

Two copies of WCAP-11225 entitled, "Tubesheet Region Plugging Criterion For the Duke Power Company McGuire Nuclear Station Units 1 and 2 Steam Genera-tors" (Non-Proprietary).

Also enclosed is a Westinghouse Application For Withholding, CAW-86-065. Accom-panying Affidavit, and Proprietary Information Notice (Attachment 3).

As this submittal contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specifi-city the considerations listed in paragraph (b)(4) of Section 2.790 of the Com-mission's regulations.

Accordingly, it is respectfully requested that the information which is proprie-tary to Westinghouse be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regulations. Correspondence with respect to the proprietary aspects of the Application for Withholding or the supporting Westing-house affidavit should reference CAW-86-065 and should be addressed to R.A.
