Gentlemen: '

This refers to the special safety inspection conducted by Messrs. T. Fresco,

J. Holmes, H. Thomas, and J. Ulie of this office on December 9-13, 1985,

March 5-7, 31, and May 8, 1986, of activities at Big Rock Point Nuclear Plant

authorized by NRC Operating License No. DPR-6 and to the discussion of our

findings with Mr. D. P. Hoffman at the conclusion of the inspection. Additional

information concerning this inspection was discussed on July 18, 1986, at the

Big Rock Point Plant between members of the licensee, and Region III staff.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel. ,

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. With respect to

Item 3 the inspection showed that action had been taken to correct the

identified violation and to prevent recurrence. Our understanding of your

corrective actions are described in Paragraph 8 of the enclosed inspection

report. Consequently, no reply to this violation is required and we have no

further questions regarding this matter at this time.

Regarding the remaining items, a written response is required.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
