C. VanDenburgh, R. Smith and L. Valenti of this office on May 12, 1986, through July 16, 1986, of activities at Davis-Besse Nuclear Power Station authorized by NRC Operating License No. NPF-3 and to the discussions of our findings with Mr. W. O' Conner at the conclusion of the inspection. The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and interviews with personnel. During this inspection, certain of your activities appeared to be in violation of NRC requirements. The violation is described in the enclosed inspection report and is being reviewed by us to determine what enforcement action is appropriate. We are releasing the report at this time for your information. A written response identifying the corrective actions you have undertaken is requested. You will be notified by separate correspondence of our decision regarding enforcement action. In accordance with 10 CFR 2.790 of the Coninission's regulations, a copy of this letter, the enclosures, and your response to this letter will be placed in the NRC Public Document Room.
