Environmental Qualification
Tnis letter transmits the details of the enforcement conference held on December 4,
1986 in the Region I office, King of Prussia, Pennsylvania, to discuss the findings
of an investigation conducted by the Office of Investigation (0I), Case No.
1-84-021, concerning deficiencies in the Equipment Qualification (EQ) Program at
Three Mile Island, Unit 1, during the period 1981-1984.
The primary topic discussed at the conference was the inadequate response by the
Technical Functions department to the deficiencies in the EQ program identified
by an internal Quality Assurance Audit in 1981.
