Dear Mr. Noonan:
Millstone Nuclear Power Station, Unit No. 3 Proposed Revision to Technical Specifications Radiation Monitoring for Plant Operation Pursuant to 10CFR50.90, Northeast Nuclear Energy Company (NNECO) hereby proposes to amend its Operating License, NPF-49 by incorporating the attached proposed change into the Technical Specifications of Millstone Unit No. 3.
Specifically, the proposed change to Technical Specification Section 3.3.3.1 will delete the control building inlet ventilation radiation signal from Tables 3.3-6, 4.3-3 and corresponding action statement #27.
The requirements are being deleted as these are duplicated in the Technical Specification Section 3.3.2 (functional unit 7e of Tables 3.3-3 and 4.3-2) as follows:

The action statement and channel operability requirements are specified in Table 3.3-3.
(2)
The trip setpoint is specified in Table 3.3-4.
(3)
The surveillance requirements are specified in Table 4.3-2.
The control building inlet ventilation radiation signal is more logically associated with the Technical Specification Section 3.3.2, since it is an initiation of a control building isolation signal.
In addition, the response time for the Engineered Safety Features (ESF) function is included in this Technical Specification.
NNECO has reviewed the attached proposed change pursuant to 10CFR50.59 and has determined that it does not constitute an unreviewed safety question. The proposed change removes some redundancy in the Technical Specifications for the control buildir.g inlet ventilation radiation monitor. Since there is no change in requirements, the probability of occurrence or the consequences of a previously analyzed accident has not been increased and the possiblity of a new type of accident has not been created, and the margin of safety defined in the basis of any Technical Specification is not reduced.

In accordance with 10CFR50.92, NNECO has reviewed the attached proposed change and has concluded it does not involve a significant hazard consideration.
The basis for this conclusion is that the three criteria of 10CFR50.92(c) are not compromised. Moreover, the Commission has provided guidance concerning the application of the standards in 10CFR50.92 by providing certain examples (March 6,1986, 51FR7751) of amendments that are considered not likely to involve significant hazard consideration.
The change proposed herein is enveloped by example (i), a purely administrative change to Technical Specifications.
The proposed change will remove some redundancy in the Technical Specifications for the control building inlet ventilation radiation monitor.
The Millstone Unit No. 3 Nuclear Review Board has reviewed and approved the attached proposed revision and concurs with the above determinations.
In accordance with 10CFR50.91(b), we are providing the State of Connecticut with a copy of the proposed amendment.
Pursuant to the requirements of 10CFR170.12(c), enclosed with this amendment request is the application fee of $150.00.
