In accordance with 10CFR50.54(q), TV Electric herewith submits Revision 26 of the CPSES Emergency Plan. The changes comprising Revision 26 were evaluated and determined to not decrease the effectiveness of the existing plan.

The CPSES Emergency Plan Revision 26 was made effective October 15, 1997.

This revision of the CPSES Emergency Plan is part of the corrective actions TV Electric committed to in response (reference 1) to the NRC's review and inspection (reference 2) concerning the submittal of Revision 25 of the__

CPSES Emergency Plan.

Changes for this revision are indicated by a Revision 26 change bar.

The following is a general summary of the changes included in this revision to the CPSES Emergency Plan:

1.

The description of the CPSES Emergency Response Organization (ERO) was expanded to provide a more' complete description of the positions identified on the CPSES ERO call out Roster. Additional description.

l including position respor, sib 111 ties, was added in sections 1.1.2.1, "CPSES Organization," and 1.1.2.2, "CPSES Emergency Response Organization." Figures 1.2, 1.3. 1.4 and 1.5 were also revised to be consistent with revised sections 1.1.2.1 and 1.1.2.2.

Table 1.1, " Staffing Requirements for Emergencies," was revised to

)L increase staffing requirements, consistent with the CPSES licensing basis and the guidance of NUREG 0654 Table B 1, " Minimum Staffing Requirements for NRC Licensees for Nuclear Power Plant Emergencies."

l This change did not affect the CPSES ERO Roster assignments or facility resources, however. it did affect the call out timing of some individuals in the ERO in order to support a more rapid augmentation of certain on shift personnel resources and certain emergency response functions.

Section 1.2.4 " State Agencies," was revised to add a sentence which identifies the protective action decision makers for the CPSES Ingestion Exposure Pathway Zone. This authority was omitted from the CPSES Emergency Plan, Revision 25: however, the cognizant state organizations remained effective and the decision making authority had not-been changed or deleted in state and local emergency response plans.

4, Section 13. " Radiological-Emergency Response Training," was revised to add additional detail concerning the-fire brigade and security emergency response training programs.

This section was also revised to add additional detail concerning the initial training provided to i

ERO personnel including specific topics of training depending on position assignment.

In addition to changes 1 4 above, Revision 26 includes other miscellaneous changes to address specific items identified during inspection 50 445/97 19: 50 446/97 19.

These changes provide clarification, correction or additional detail in the CPSES Emergency Plan as recommended by the NRC inspectors and inspection report 50 445/97 19: 50 446/97 19.

These changes are as follows:

Correct errors in plan cross reference to NUREG 0654 criteria (Appendix-P):

Add procedure TRA 105, " Emergency Preparedness Traini

" to list of plan implementing procedures (Appendix K):

c.

Clarify the transfer of responsibilities to assess, classify and declare an emergency between the Technical Support Center (TSC) and Emergency Operations Facility (EOF) Managers (Section 1.1.2.2 item (c)):

d.

Correct inconsistencies in the listings of local organizations that provide support services (Section 1.2.2 and Appendix H):

Add internal reference to state letters of agreement (Add reference in 1.2.4):

f.

Clarify wording "if the situation warrants" in discussion of the Bureau of Radiation Control (BRC) response to indicate that the BRC dispatches response teams in accordance with the-provisions of the Texas Radiological Emergency Management Plan (Section 1.2.4):

Relocate the plan's description of the Post Accident Sampling System (PASS) by providing an internal plan reference to existing system description / capabilities (revise Section 6.13.10 to reference Section 7.0);

Revise the definition of facility " activation" to indicate the capability to perform all required functions (Appendix Q):

Expand / clarify discussion under " Purpose" and " Concept of Operations" to provide additional overview and detail regarding ERO activation / staffing and purpose of event classifications (Sections 1.0. 1.1.2 and 1.1.2.2):

Add city location of Local EOCs and when Local and State EOCs are activated (Section 6.12):

Add list of supporting emergency plans (Appendix H):

Clarify authority of the County Judge to make protective action decisions for their respective county (Section 1.2.2):

Add reference to the Squaw Creek Park Plan for Response to Declared Emergencies at CPSES and clarify the process to notify Squaw Creek Park (Section 8.2):

Revise the frequency of performing the independent review of the program from annually to every 12 months (Section 14.0):

Add a capabilities statement for the EOF. Nuclear Operations Support Facility (NOSF) laboratory facility (Section 6.7):

Add location of in plant decontamination facility and relocate plan-discussion of offsite decontamination facility (add in-plant location to Section 6.9. relocate Figure.9.1 to Figure 6.1 and relevant discussion in Section 9.3 to 6.9):

q.

Revise the estimated deployment time for the first offsite monitoring team (Section 7.3.2): and r.

Add reference to the discussion of Local Emergency Operations Center (E0C) responsibilities (Add reference in Section 1.1.2.2 to 1.2.2).
