TRANSMITTAL 0F ADDITIONAL INFORMATION ON PIECE PARTS REPLACEMENT Attached is information received from the Tennessee Valley Authority (TVA). This information deals with piece parts replacement and conditional releases. TVA has requested that we evaluate this draft information and provide our views.

The following represent the revised scope of the piece parts program for Sequoyah Nuclear Plant (SQN).
Please discuss this with the NRC and obtain their comments.
1.
At last Friday's meeting, the NRC requested TVA to verify tne adequacy of
" seismically sensitive items" within the DBVP, Phase I scope prior to SQN re' start. Please quantify whether the NRC's definition of " seismically sensitive" referred to:
(1) typical electrical items such as relays; switches, contactors, etc.,
(2) limited to sensitive items out of A-46 (NUREG-1030) position such as specific types of relays, and (3) sensitive mechanical items such as screws or adjustments to equipment (vibration sensitive).

In the January 15, 1987 meeting between TVA and the NRC, the SQN restart commitment of 10 CFR 50.49 erectrical items in a harsh environment and all conditional releases of QA Level II items were to be evaluated.
The conditional releases represented a sample of other items within the CSSC.
TVA's modified position is to verify the adequacy of the mo_st restrictive (environmental and seismic) items prior to SQN restart and therefore TVA is proposing to evaluate all the installed and conditionally released 10 CFR 50.49 electrical replacement items in a harsh environment and all the installed and conditionally released seismically sensitive replacement items within the DBVP boundaries.
In light of TVA's evaluation of the most restrictive / sensitive classes of items, can the original commitment to complete the evaluation of all conditional releases prior to restart be modified to a postrestart commitment?

Tne NRC has placed a great amount of emphasis on " statistical significance." TVA's present commitment is to evaluate 1007. of QA Level II replacement items in the CSSC postrestart.
Can TVA modify this position to use a MIL-Std 105D (statistical) 95/95 sampling plan with 15-20 item categories A failure within a category would require a review of the whole population of that item type.
