SUMMARY

OF MEETING HELD WITH BALTIMORE GAS & ELECTRIC COMPANY CONCERNING INDICATIONS IN CALVERT CLIFFS UNIT 1 MAIN STEAM LINE The meeting was held on December 10, 1986, 10:00 AM at the Air Rights Build' ig in Bethesda, Maryland. The attendees are listed in Enclosure 1.

Background

Calvert Cliffs Unit 1 is down for refueling. It is scheduled to start up again approximately December 24, 1986.

l During an ultrasonic inspection at Calvert Cliffs Unit 1 of a field weld of

! the 34" diameter, 1" wall main steam line, an indication was found. That indication showed a " wide, 24" long circumferential wall thinning, " to the centerline of the weld downstream of the field weld. The wall thickness at the thinning was approximately .86". Minimum code thickness is .95". The indication was radiographed and that radiograph was compared to the radiograph made at the time of construction. The radiographs were similar and this led BG&E personnel to conclude that the pipe wall thinning had been there since construction and was not the result of material erosion.

Using the above indications, BG&E personnel performed calculations to ascertain whether the pipe would still be within code limits. The purpose of this meeting was to provide BG&E personnel an opportunity to present their calculations to the staff.

Lisa Decker, BG&E engineer responsible for the ultrasonic and radiographic inspections, outlined what BG&E had done. Some discussion of the accuracy l of the measurements ensued. Michael Gahan, BG&E engineer responsible for I calculations which were intended to show that the pipe thinning posed no safety problem, made a presentation. Those calculations were to show that the pipe was slightly outside of code allowables when considering hoop stresses, I and well within code allowables when considering longitudinal stresses.

Staff personnel asked BG&E personnel what their next planned step was going to be on this issue and BG&E personnel replied that a licensee event report (LER) was contemplated.

Further discussions ensued centering on various codes in use and whether BG&E should stay with the use of B 31.1, 1969 Power Piping, and B 31.7, 1969 Nuclear Power Piping (as per FSAR) or to use other codes which might be more appropriate.

The meeting adjourned with a statement that the staff would caucus and would comment on BG&E's plan to report on this issue in an LER. BG&E subsequently advised the staff.by telecon December 11, 1986 that a submittal would be made on or about December 15, 1986 covering their calculations, requesting a relief from the code requirements for a period of their new fuel cycle, and containing ,

a proposal for remedial action.
