TMI-1 STATUS REPORT FOR THE PERIOD FEBRUARY 6 - 20, 1987 Enclosed is the biweekly status report from the NRC Resident Office at TMI-1 for the subject period. During this two week period, the NRC staff continued to monitor routine plant operations during cold shutdown and associated outage activities.

TMI-1 status reports are intended to provide NRC management and the public with highlights from an NRC regulatory perspective of TMI-1 activities for the previous two weeks.

f ENCLOSURE TMI-1 STATUS REPORT FOR THE PERIOD FEBRUARY 6 - 20, 1987 1.

Plant Status As of 8:00 a.m. on February 20, 1987, TMI-1 was in cold shutdown on the IA-Train of Decay Heat Removal with reactor coolant temperature at 100 F and 0 psig RCS pressure. Water level is being maintained at the level of i

the reactor vessel (RV) inlet nozzles.

Facility Work Summary The plant was maintained in cold shutdown throughout the period.

The licensee completed reinsta11ation of the RV head and is in the process of reconnecting head cable and ventilation systems. Work is also being accomplished on the piping systems for the new Reactor Coolant Inventory Tracking System (RCITS) which have connections to the RV head. The "B" Emergency Diesel Generator was successfully overhauled and tested with the final eight-hour full load test being completed. Work continues on modi-2 fications with respect to upgrading fire protection and the Emergency Feedwater System (EFW) to safety grade. The licensee continued work on major secondary components; i.e., the main turbine and main feedwater pumps.

At present, planned outage work is on schedule in anticipation of a late j

March startup.

Item of Special Interest Management Meeting On February 12, 1987, NRC Region I conducted a management meeting with the licensee at King of Prussia, Pennsylvania, to discuss various issues addressed in NRC Inspection Report No. 50-289/86-17 and 86-19. The topics were the adequacy of the licensee's technical and safety review process and the results of the licensee Procedures Compliance Task Group review.

Readiness Assessment Team Inspection On February 17, 1987, at GPU Headquarters in Parsippany, New Jersey, Region I NRC staff started a Readiness Assessment Team Inspection (No.

50-289/87-06), which will continue until March 3, 1987. The full team was to continue the inspection on February 23, 1987, at the TMI-I site. The purpose of the inspection was to assess licensee readiness for startup (currently planned for mid-to-late March 1987) after the current extended refueling outage. The functional areas to be covered by the inspection are:

plant operations; maintenance; surveillance; modifications / technical support; and, assurance of quality which includes training.

2 The team consists of nine inspectors using region-based and resident inspectors, and it is headed by a team leader and senior manager.

NRC Staff Activities During the Period During this report period, the NRC staff consisted of the senior resident inspector and two resident inspectors. On February 12, 1987, Region I issued NRC Inspection Report No. 289/86-21. There were no violations issued.

The NRC staff at TMI-1 was comprised of the following personnel during the period.
