Dear Mr. Loomis:

This letter is to confirm our understanding of the conversation between yourself and Mr. William Snell of my staff on December 10, 1986, that you have agreed to serve as a panel member during the Early Responders Workshop that NRC Region III is conducting on February 4-5, 1987 in Chicago, Illinois.

The Workshop will bring together representatives of the early responding federal organizations (Department of Energy, Environmental Protection Agency, Federal Emergency Management Agency and NRC), nuclear power plant licensees and States. The Workshop will include discussions on the concept of response to a large radiological emergency, interactions among emergency response organizations, and lessons learned and current problems in the implementation, coordination and integration of emergency response activities. The ultimate goal of the Workshop is to promote a better understanding of the roles and coordination between the early responding organizations and to share insights into and solutions of problems encountered.

We appreciate your commitment to support the Workshop by agreeing to serve as one of our panel members, and to discuss the experiences and lessons learned by Consumers Power Company in regards to the August 19, 1986 exercise at the Palisades plant during which the NRC participated full scale.

Each panel member will have five to ten minutes to briefly discuss their specified topic, followed by a question and answer session.

Since panel members will be limited to a ten minute presentation, slides and viewgraphs are not recommended. The panel discussion is scheduled for 3:15 to 5:00 p.m. on February 4, 1987.

The Workshop will be held at the Chicago Marriott O' Hare, 8535 West Higgins Road, Chicago, Illinois.

It is tentatively scheduled to begin at 8:30 a.m. on February 4 and end at 4:00 p.m. on February 5.

A block of rooms has been reserved and you should call (312) 693-4444 to make reservations.

A special room rate of $65.00 per night has been arranged for Workshop attendees. Other area hotels are also available.

Enclosed is the tentative agenda for the Workshop. We will provide you with a more detailed agenda of the program as soon as possible. We look forward to seeing you in February and believe the Workshop will present an excellent opportunity to exchange information and enhance the coordination and integration of emergency response activities.
