NEW INSPECTION GUIDANCE FOR URANIUM MILLS AND 11e.(2) DISPOSAL SITES AND FOR IN SITU LEACH FACILITIES Ladies and Gentlemen:

On September 2,1997, the U.S. Nuclear Regulatory Commission issued four documents - two safety inspection programs (manual chapters) and two related inspection procedures. The documents are herein provided for your information. The documents are: (1) Manual Chapter 2801 " Uranium Mill and 11e.(2) Byproduct Material Disposal Site and Facility inspection Program"; (2) Inspection Procedure 87654

  • Decommissioning Inspection Procedure for Uranium Mill Sites"; (3) Manual Chapter 2641 "in-situ Leach Facilities Inspection Program"; and (4)

Inspection Procedure 89001 "in-situ Leach (ISL) Facilities". The uranium mill /11e.(2) manual chapter (item 1) is a revised document reflecting additional inspection-related observations /needs identified since the originalissuance of the manual chapter on April 15, 1994. The newly-developed inspection procedure (Item 2) accompanies item (1) and provides

~ details specific to the decommissioning of uranium mill sites. This inspection procedure is also applicable to the 11e.(2) byproduct disposal site licensed by the NRC that is not associated with a uranium mill. The ISL manual chapter (Item 3) and inspection procedure (Item 4) are new documents developed specifically for ISL facilities since the inspection of such facilities involves significant differences from the inspection of conventional uranium mills.

This letter requires no specific action or written response on the part of the licensees. If you
