Gentlemen:

This refers to the special security inspection conducted by Messers. G. L. Pirtle

and B. Drouin of this office on March 24, 1986 through June 16, 1986, of

allegations received pertaining to activities at the LaSalle County Station,

Units I and 2, authorized by NRC Operating Licenses No. NPF-11 and NPF-18. A

telephonic exit meeting was conducted on July 2,1986 with Mr. J. Brennan and

other members of your staff.

The enclosed copy of our inspection report identifies the allegations examined

during the inspection. Within these areas, the inspection consisted of a-

selective examination of documents and interviews with personnel. No violations

of NRC requirements were identified during the course of the inspection.

You are requested to initiate action in reference to the allegation pertaining

to excessive consumptior, of alcohol by certain craft personnel prior to reporting

to work. Details of the allegation are included in Section 4.C of this report.

This information is provided to you for action since the incidents, if

substantiated, appear to conflict with your policy regarding drug and alcohol

awareness and abuse for contractor personnel. We request that you advise us

within 30 days of your proposed actions to address the allegation and the

results of your inquiry pertaining to this matter.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The response directed by this letter is not subject to the clearance proceduret

of the Office of Management and Budget as required by the Paperwork Reduction

Act of 1980, PL 96-511.
