Gentlemen:

This refers to the inspection conducted by Mr. James A. F. Kelly of this office

during the period May 5-9, 1986, of activities authorized by NRC Operating

License NPF-42, for Wolf Creek- Generating Station, and to the discussion of our

findings with Mr. F. T. Rhodes, and other members of your staff at the

conclusion of the inspection.

Areas examined during the inspection included the Physical Security Plan and

implementing procedures, management effectiveness, security organization

management, security program audit and records and reports. Within these areas

the inspection consisted of selective examination of procedures and

representative records, interviews with personnel, and observation by the

inspector. The inspection findings are documented in the enclosed inspection

report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Paragraphs 2 ar,d 3 of the enclosed inspection

report provide details of the apparent violation which has the potential for

escalated enforcement and will be the subject of separate correspondence. As

discussed in the telephone conversation between Mr. Ramon Hall of this office

and you on July 18, 1986, no enforcement conference will be held to discuss

this matter. However, after reviewing this report if you choose to have an

enforcement conference with us, plea,e contact Mr. Richard L. Bangart

(817 860-8248) of this office, and we will arrange to meet with you at the

earliest opportunity.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.

The material enclosed herewith contains Safeguards Information as defined 'sy

10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by

Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the

material, with the exception of the report cover page which is an inspection

summary, will not be placed in the Public Document Room.

appropriate.
