This refers to your letter of December 15, 1986, related to the prior Toledo Edison Company commitment to complete certain training for all operators, on infrequently performed operator tasks.
NRC Region III has reviewed your basis for deferral of the requisite training and finds it to be acceptable in the short term. This is based on the fact that the seven individuals involved will not be permitted to stand shift positions or perform shift related duties until the required reading and practical factors review is complete.
As a result of a telephone conversation between ycu and E. G. Greenman of this office on December 16, 1986, we further understand that some of those personnel have already completed the training and you expect the remaining training to be completed shortly. We also concluded that with your current shift schedule and staffing plans, there is no impact from this change on either operator avail-ability or experience with respect to plant startup.
