PILGRIM STATUS REPORT FOR THE PERIOD JULY 10 -

1 JULY 16, 1986 Enclosed is the Pilgrim weekly status report from the NRC Resident Office at Pilgrim. Three NRC Resident Inspectors monitored routine activities at the plant during the report period.

The reactor was in cold shutdown throughout the period for a maintenance outage.

These status reports are intended to provide NRC management and the public with dn overview of plant activities and NRC inspection activities. Subsequent in-spection reports will address many of these topics in more detail.

a ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD JULY 10 - JULY 16, 1986 1.0 Plant Status As of 8:00 a.m. on July 16, 1986, the reactor was in cold shutdown with the reactor coolant temperature at about 110 degrees Fahrenheit.

2.0 Facility Operations Summary The plant has been shut down for maintenance and to make program improve-ments since April 12, 1986.

3.0 Items of Special Interest Containment Leakage Testing Since April 12, 1986, 75 containment penetrations have been tested with one failure.

Leakage tests on 87 containment isolation valves have been conducted with 12 failures.

The inboard isolation valve on a one-inch recirculation system sample line failed a leakage test during the past week. A second, redundant isolation valve on the sample line showed ac-ceptable leakage. The entire primary containment will be pressurizea and leak-checked prior to startup in an integrated leakage test.

Congressional Staff Tour Representatives of the Congressional staffs of Senator Kennedy, Senator Kerry, and Congressman Studds toured Pilgrim on July 12, 1986. The repre-sentatives met with Boston Edison personnel and the NRC resident inspectors.

Spurious Half Scram On July 11, 1986, a loss of electrical power to half of the reactor pro-tection system activated the system, generating a half scram signal. Ac-tivation on a loss of electrical power is expected and is a fail-safe design feature of the reactor protection system. The power loss occurred when an electrical circuit breaker unexpectedly tripped open.

If power had been lost to the entire reactor protection system, a full scram signal would have been generated.

When the reactor is operating, a full scram signal automatically initiates a rapid insertion of the 3 reactor control rods to shutdown the reactor.

In the current condition, 'with the reactor shutdown, the control rods are already fully inserted. Jhe licensee is reviewing the cause of the breaker trip.

Inadequate Surveillance Test On July 15, 1986, the licensee reported that monthly functional tests of the anticipated transient without scram (ATWS) system did not completely fulfill NRC technical specification requirements.

The ATWS system is a backup to the reactor protection system and is used to quickly reduce power and simultaneously shut the reactor down if the reactor protection system fails.

The ATWS system was installed after the plant's technical specifications were originally issued and investigations are in progress to determine if the functional tests have actually been technically inade-quate or if the tests required by the technical specifications are not specifically applicable to the ATWS system because of its newer design features.

NRC Commissioner and NRC Regional Administrator Tour NRC Commissioner James Asselstine and the NRC Region I Administrator, Dr. Thomas Murley, toured Pilgrim station on July 15, 1986. They also met with Boston Edison officials, the NRC resident inspectors, and with local public officials. A press conference was held at the conclusion of the Commissioner's visit.

4.0 NRC Staff Status during the Period Three NRC Resident Inspectors monitored plant activities between June 18 and 25, 1986. Currently, the resident inspector staff at Pilgrim consists of the following:
