Dear Mr.-Zach:
This letter.is to confirm our understanding based on a conversation between
- Mr. Jim Knorr of your staff and Mr. William Snell of my staff on December 10, 1986, that Mr. Knorr has agreed to serve as a panel member during the Early Responders Workshop that NRC Region III is conducting on February 4-5, 1987 in Chicago, Illinois.
The Workshop will bring together representatives of the early responding federal organizations (Department of Energy, Environmental Protection Agency, Federal Emergency Management Agency and NRC), nuclear power plant licensees and States. The Workshop will include discussions on the concept of response to'a large radiological emergency, interactions among emergency response 3
-organizations, and lessons learned and current problems in the implementation, coordination and integration of emergency response activities. The ultimate goal of the Workshop is to promote a better understanding of the roles and coordination between the early responding organizations and to share. insights into and solutions of problems encountered.
We appreciate Mr. Knorr's commitment.to support the Workshop by agreeing to serve as one of our panel members. Mr. Knorr has agreed to discuss the experiences and lessons learned by Point Beach in regards to communicating with the NRC during the Unusual Event on July 25, 1985 and during the September 9, 1986 exercise in which the NRC participated.
Each panel member will have five to ten minutes to briefly discuss their specified. topic, followed _ by a question
'and. answer session. Since panel members will be limited to a ten minute presentation, slides and viewgraphs are not recommended. The panel discussion is scheduled for 3:15 to 5:00 p.m. on February 4, 1987.
The Workshop will be held at the Chicago Marriott O' Hare, 8535 West Higgins Road, Chicago, Illinois.
It is tentatively scheduled to begin at 8:30 a.m. on February 4 and end at 4:00 p.m. on February 5.
A block of rooms has been reserved and Mr. Knorr should call (312) 693-4444 to make reservations. A special room rate of $65.00 per night has been arranged for Workshop attendees.
Other area hotels are also available.

seeing Mr. Knorr in February and believe the Workshop will present an excellent opportunity to exchange information and enhance the coordination and integration of emergency response activities.
