Gentlemen:
This refers to the inspection conducted by Mr. P. H. Harrell of this office
during the period January 1-31 1987, of activities authorized by NRC Operating
LicenseDPR-40fortheFortCaihounStation,andtothediscussionofour
findings with you and other members of your staff at the conclusion of the
inspection.
Areas examined during the inspection included operational safety verifications,
maintenance, surveillance, plant tours, safety-related system walkdowns,
security observations, inoffice review of periodic and special reports,
followu) on previously identified items, followu) on a licensee event report,
10 CFR ) art 21 program review, and followup on IE Information Notice 86-106.
Within these areas, the inspection consisted of selective examination of
procedures and re)resentative records, interviews with personnel, and
observations by tie NRC inspector.
The inspection findings are documented in
the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Consequently, you are required to respond to
theseviolations,inwriting,ulesofPractice,"Part2, Title 10,Codeof
in accordance with the provisions of
,
Section 2.201 of the NRC's R
Federal Regulations.
Your response should be based on the specifics contained
in the Notice of Violation enclosed with this letter.
Also during this inspection, it was found that certain of your activities
appeared to deviate from a commitment made to the NRC.
This item and reference
to the commitment is identified in the enclosed Notice of Deviation.
You are
requested to respond to this deviation in writing.
Your response should be
based on the specifics contained in the Notice of Deviation enclosed with this
letter.
We have also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in
paragraph 2 of the enclosed inspection report.
The responses directed by this letter and the accompanying Notices are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
