Dear Dr. Grace:

As required by IE Bulletin 85-03, the Brunswick Steam Electric Plant (BSEP) initiated a review of the design basis for the operation of each valve required by the bulletin in the High Pressure Coolant injection and Reactor Core Isolation Cooling systems. This review is currently approximately 50 percent complete. In the process of performing this review, it has been determined through discussions with other utilities that a wide range of approaches is being considered. In an effort to consolidate and unify the responses to this bulletin, the BWR Owners' Group (BWROG) has been requested to set up a committee to address the issue. The BWROG generic methodology is currently scheduled to be complete by September 1986.

The current review by BSEP will continue pending the results of the BWROG; however, the BSEP review will not be completed until July 1986. Carolina Power & Light Company (CP&L) will submit the results of its review, and its program and schedule for completion by August 29,1986. Upon receipt and review of the BWROG methodology, l

changes in the current BSEP program and implementation schedule may be necessary. In this event, CP&L will promptly notify you of any significant changes made.
