July 18, 1986 Docket No. 50-267 Mr. R. O. Williams, Jr.

Vice President, Nuclear Operations Public Service Company of Colorado Post Office Box 840 Danver, Colorado 80201-0840

Dear Mr. Williams:

SUBJECT:

MONITORING OF BETA RADIATION IN FORT ST. VRAIN (FSV) REACTOR BUILDING SUMP DISCHARGES

Reference:

Public Service Company of Colorado (PSC) Letter, J. Gahm to D. Hunter, dated 9/25/85 (P-85339)

In the reference letter, you proposed plans to install a filtration system and a beta monitor to monitor for beta radiation in FSV radioactive liquid effluents. This configuration would be used for a six-month trial period to monitor the discharge from the Reactor Building Sump. During this trial period, the beta monitor would have no automatic functions. At the end of the trial period, you dould evaluate the instrument performance and feasibility for permanent use.

The staff has reviewed the reference letter and finds your request for a six-month trial period to test the feasibility of the beta monitor acceptable.

As stated in the reference letter, you should provide the staff with quarterly reports on the progress of this trial program. At the end of the trial period, you should submit all necessary data needed by the staff to evaluate the performance and feasibility of the beta monitoring system to monitor the discharge from the Reactor Building Sump.

If you have any questions, please contactmeat(301)492-7930.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
