DOCKET NOS. 50-266 AND 50-301 CHANGES TO THE WPDES DISCHARGE PERMIT POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 A letter dated March 11, 1983, from the Chief of Operating Reactors Branch #3, Division of Licensing, to Wisconsin Electric Power Company requested that we report changes to our Wisconsin Pollutant Discharge Elimination System (WPDES) permit.

Section 16.1 of the Point Beach Technical Specifications, "Defi-nitions", defines the WPDES Permit as Permit No. WI-0000957-2, dated September 28, 1979, and as subsequently amended. This permit was amended and reissued on October 21, 1983, as Permit No. WI-0000957-3, and is valid until December 31, 1987. The amended version extended the permit expiration date to December 31, 1987, and added two sections delineating additional limita-l tions and monitoring requirements for sewage treatment plant effluents and for the land spreading of treated sludge. Other minor changes were also included. We have enclosed a copy of the permit for your use.

Additionally, we have recently requested a further revision to our WPDES permit. This amendment, when issued, would impose chlorine effluent limitations on our condenser cooling water discharge. These limitations are dictated by our planned use of sodium hypochlorite as a biocide in the cooling water system in the near future. We will inform your office upon issuance of this amendment to the permit.

Dear Mr. Ricci:

Your application for reissuance of Wisconsin Pollutant Discharge Elimination System (WPDES) pemit, Number WI-0000957-3, has been processed in accordance with Sectio'n 147.03, Wisconsin Statutes.

< The enclosed reissued WPDES pemit covers the discharge from the facility located at Two Rivers, Wisconsin into Lake Michigan. All discharges from this facility and actions or reports relating thereto shall be in accordance with j the tems and conditions of this pemit.

In accordance with this reissued pemit, discharge monitoring report foms are i required to be submitted by you to the Department on a periodic basis. Blank copies of these reports and foms and instructions for completing them will be mailed to you under separate cover within sixty days.

The WPDES pemit program has been approved by the Administrator of the U.S.

Environmental Protection Agency pursuant to Section 402(b) of the Federal Water Pollution Control Act Anendments of 1972 (33 U.S.C. Section 1342 (b)).

The tems and conditions of this permit are accordingly subject to enforcement under Sections 147.21 and 147.29, Wiscorsin Statutes and Section 309 of the Federal Act (33 U.S.C. Section 1319).
