Inspection 50-289/86-21
During the period from October 31, 1986, to December 5, 1986, members of
the NRC Region I staff conducted routine safety inspection activities at
your facility with respect to power and shutdown operations, radiation
protection and outage preparations. The results of these inspections are
documented in the enclosed report. At the conclusion of the inspection,
Mr. F. Young of my staff summarized the inspection findings for you and
other members of your staff.
In general, the transition from power operations to cold shutdown was performed
l
in an orderly and timely manner. The use of off-shift personnel to perform
major surveillance tests while the on-shift crew concentrated on plant shut-
down/cooldown was a positive initiative on your part. However, minor perfor-
mance problems did surface as detailed in the attached report.
Overall, we noted no conditions adverse to nuclear safety.
