Gentlemen:

This refers to the safety inspection conducted by Mr. P. Cortland of the Office

of Inspection and Enforcement on September 29 through October 3, 1986 at the

Zion Nuclear Power Station, Units 1 and 2 and review of additional information

provided by the licensee through November 7, 1986. This inspection covered the

low temperature overpressurization protection system at Zion Units 1 and 2

authorized by NRC Operating Licenses Nos. DPR-39 and DPR-48, respectively. The

findings were discussed with Mr. G. Plimi and others of your staff at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during the

inspection. The inspection consisted of selective examinations of procedures

and representative records, design packages, interviews with personnel, and

observation of activities in progress.

Within the scope of the inspection, no violations or deviations were

identified.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosed inspection report will be placed in the NRC Public

Document Room.

We will gladly discuss any questions you have concerning this inspection.
