SUBJECT:
GENERAL ELECTRIC WILMINGTON FACILITY STACK EFFLUENT STUDY On September 16-26, 1985, a NRC contractor team made a series of measurements of radioactive gaseous effluents from stacks at the General Electric Company's (GE)
Wilmington (NC) Facility. The contractor's final report, entitled " Radiological Monitoring of Stack Effluents - General Electric Company, Wilmington, North Carolina," dated May 1986, was recently received from the contractor and two copies, enclosed, are transmitted for your information.
Eight stacks were selected as being representative of facility discharge and were extensively probed and sampled using a variety of techniques in order to evaluate stack flow characteristics and the representativeness of presently installed effluent sampling systems. Comparison of samples taken by the contractor, using specified and calibrated sampling equipment, and samples taken by the GE staff, using installed normal sampling equipment, indicated generally close agreement.
Where differences existed, GE values were consistently more conservative than contractor values; a positive bias of this nature may be attributable to the relatively short decay time between the end of sample collection and the beginning of radioactivity counting allocated by GE for decay of naturally-occuring radon and thoron progeny.
Sampling techniques and stack sampling locations used by GE were found to be adequate and sufficiently accurate.
Members of the Region II staff will be discussing the results of this report with your staff in the near future.
