This documents a meeting held on November 20, 1986, in the Region IV office between members of your staff and Region IV representatives, as identified in the attached attendance list. The purpose of the meeting, which was held at Houston Lighting and Power Company's (HL&P) request, was to brief the Region IV emergency preparedness staff on organizational changes and emergency exercise related scheduling for the South Texas Project (STP).
The HL&P representatives described the organizational structure and updated the NRC staff with a description of the changes made to the emergency preparedness organization, which included designation of a new Emergency Preparedness Department and Manager reporting to the Vice President - Nuclear Plant Operations.
The emergency preparedness staff previously under the Health and Safety Service: Manager has been transferred to two Divisions of the Emergency Preparedness Department. A Readiness Division will focus on training liaison, drills, and emergency exercise scenarios; while the Support Division will be responsible for emergency plans, procedures, and facilities.
The HL&P Emergency Preparedness Manager discussed the proposed emergency preparedness schedule and milestones for completion of the emergency preparedness program and conducting the graded emergency exercise in April 1987. Preparations for the NRC emergency preparedness appraisal to be conducted December 1-12, 1986, were also discussed and actions taken by STP to address NRC and other agency comments were outlined.
Both the NRC staff and HL&P representatives considered the meeting to be effective in communicating the measures taken by HL&P in the area of emergency preparedness for STP. The HL&P representatives stated that Region IV would be kept appraised of changes to the program in the future.
