Safety Analysis Report. This pr., ject began in August 1996, with the commencement of Phase I of the program. That phase is now completed and the lessons learned from Phase I have been incorporated into Phase II of the project, which is summarized in Attachment (1).
We are submitting this description to comply with the conditions for enforcement discretion identified in 61 FR 54464. We, therefore, request enforcement discretion under the provisions of Section VII.B3 of the Enforcement Policy for Updated Final Safety Analysis Report discrepancies found as a result of this review or other associated reviews.

UPDATED FINAL SAFETY ANALYSIS REPORT REVIEW PROJECT - PHASE II INTRODUCTION Baltimore Gas and Electric Company is coordinating an integrated Updated Final Safety Analysis Report (UFSAR) review to ensure it accurately reflects current, approved plant design and operation. The project consists of two phases. Phase I provided a screening of selected systems and UFSAR sections by systems engineers. It is complete. Phase 11 provides a more detailed cross-discipline review.
Under Phase I of the project plan, a screening res Nw of selected systems was done. Systems engineers reviewed selected portions of the UFSAR to determine if it accurately reflected the design and operation of the plant. If the reviewers determined the UFSAR was inadequate, they provided comments in the package and submitted issue Reports, if appropriate. Approximately 48 Issue Reports were written during Phase I of the review. These issue Reports initiate the corrective action process for these discrepancies. Approximately 35 of the issue Reports have been closed as of October 10,1997. None have been identified as safety significant.
PROJECT OBJECTIVES i
l The principal objective of the UFSAR Upgrade Project is to ensure the UFSAR accurately reflects approved plant design and operation. The following additional objectives support successful completion of Phase 11.
Ensure programmatic deficiencies are identified and corrected; a.
b.
Ensure the UFSAR reflects applicable NRC-approved correspondence; c.
Minimize duplication ofinformation contained in the UFSAR; d.
Ensure the consisten:y of numerical values listed in the UFSAR; f
Ensure identified discrepancies are reviewed, tracked, and resolved; e.
f.
Ensure all affected organizations participating in the review process are appropriately briefed on project expectations and responsibilities; and g.
Ensure personnel involved in the review process are provided adequate guidance for conducting reviews.
PROJECT
SUMMARY
The Phase 11 review process includes additional review of the various UFSAR areas included in Phase I and a review of regulatory correspondence. Phase 11 reviews will be performed primarily by review teams, consisting of individuals from Operations, Design Engineering, Systems Engineering, Nuclear Engineering, and Nuclear Fuels Management, as required. Where appropriate, certain UFSAR sections will be reviewed by individuals. The Phase 11 reviewers will review the contents of the selected UFSAR sections to determine if the UFSAR accurately reflects the design and operation of the plant. Issue Reports will be written against any UFSAR statement that is found to be incorrect. The project staff will compile comments received during the technical review. The comments will be screened and additional Issue Reports written, if required.
Regulatory correspondence (Safety Evaluation Reports, Generic Letter responses, etc.) will be reviewed during Phase 11 to determine if the existing UFSAR information should be expanded or modified. The intent of this review is two-fold. First, the UFSAR content will be verified against applicable correspondence to verify that the UFSAR accurately reflects Calvert Cliffs' current licensing basis information. Second, the correspondence review will permit expansion of the UFSAR content within the i

UPDATED FINAL SAFETY ANALYSIS REPORT REVIEW PROJECT - PIIASE II guidelines of 10 CFR 50.71(e) and, where desired, Regulatory Guide 1.70.
The regulatory correspondence to be reviewed includes: Safety Evaluation Reports, Generic Letter responses, and other docketed correspondence, as deemed appropriate.
The UFSAR wil' be reviewed to determine where duplicate information exists. Duplicate information will be climinated where possible. The UFSAR will also be reviewed to determine areas where information can be relocated and combined with other information relating to a common subject.
The internal consistency of numerical values (pump flow rates, valve stroke times, etc.) listed in the UFSAR will be verified during Phase 11 of the project. The reviewers will verify that all numerical values contained in the applicable UFSAR sections are consistent throughout the UFSAR, including Chapter 14 (Accident Analysis). An Issue Report will be written for each valid numerical inconsistency.
UFSAR UPDATE PROCESS EVALUATION Some comments generated during Phase I of the project appeared to be process related. A root cause analysis will be completed to correct programmatic weaknesses in the UFSAR update process. The l
conclusions ef the root cause analysis will be reviewed and corrections made to the process, or method of implementing the process, as appropriate.
Additionally, our Nuclear Performance Assessment Department. vill concluct assessments of the project to verify that project objectives are being met.
Comments generated during the Phase I and 11 reviews will be entered into a database and will be tracked until resolution. Concerns raised during the Phase I an.d 11 reviews that warrant an Issue Report will be I
closed via the Issue Report process.
SCHEDULE Phase II of the project is scheduled to commence in October 1997, and conclude in October 1998.
Resolution of the discrepancies will be handled by the existing corrective action process and will be completed on a schedule commensurate with their safety significance. The Phase 11 team and individual reviews are scheduled to be completed prior to the start of the spring refueling outage. The root cause analysis, and associated program corrections, are expected to be completed in August 1998.
