Dear Sir:
Public Service Company of New Hampshire (PSNH) on behalf of itself and the other joint Owners with this letter certify that the design, con-struction, and preoperational testing of Seabrook Station Unit 1 is essentially complete. The following summarizes the key issues and re-maining activities bearing on the issuance of the Seabrook Station Opera-ting License.
The Final Safety Analysis Report and other licensing documents and letters submitted to the NRC provide an accurate description of the constructed plant and the organization and administration, except for future activities specifically noted in those documents or herein.
Inherent in this statement is the acknowledgement of the normal update process which translates current construction documents into submittals to the NRC, e.g., design drawings to FSAR figures.

Mr. H. R. Denton Page 2 As indicated above, the design and construction of Seabrook Station Unit 1 is essentially complete and a relatively small number of items remain to be completed. In this regard, the Seabrook Station has es-t ablished a corporate-wide program, the Seabrook Project Completion Program (SCP), to identify, prioritize, and assure completion of any remaining engineering and construction activities. Under this program any incomplete or outstanding item is reviewed and classified so as to identify restraints to plant operational modes. All outstanding items identified as being an item required for coreload will be closed out or dispositioned prior to fuel load. Similarly, any items identified as a restraint to Operational Modes 5 through I will be closed out or disposi-tioned before entering the restrained mode.
The preoperational test program at Seabrook Station is substantially complete. At this time, we anticipate that only 5 preoperational tests, required for coreload, will not be performed prior to the expected issuance of the Operating License. These tests have been identified and discussed with the NRC Resident Inspector.
To the best of my knowledge, the above paragraphs address the major activities which bear on your issuance of the Seabrook Station, Unit 1 Operating License. Because of the uncertainty associated with the date for issuance of the Atomic Safety and Licensing Board's partial initial accisien, we have scheduled a number of the remaining coreload activities to be completed by July 20, 1986. We therefore respectfully request that the Operating License be issued on or about July 20, 1986 in order that fuel load and initial startup testing may proceed as planned.
