Dear Mr. Thorne:
Enclosed please find an appl.ication from Cambridge Isotope Laboratories for a license to export 950 kilograms of deuterium to Canada.
Cambridge Isotope Laboratories separates heavy water supplied by Ontario Hydro into deuterium and oxide and returns the deuterium gas to the supplier.
Before taking action on this license applicaton, we would appreciate your views, in accordance with established procedures, as to whether the proposed exoort meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
