Dear Mr. Ward:
Enclosed please find a Technical Evaluation Report (TER) prepared for the NRC by the Franklin Research Center. The Franklin Research Center was contracted to review radiological effluent releases at Rancho Seco. As part of this review, deficiencies in the Rancho Seco Radiological Effluent Technical Specifications (RETS) and the Offsite Dose Calculation Manual (0DCM) were noted by the Franklin Research Center.
The Franklin Research Center report complements an NRC staff evaluation on the RETS and ODCM which was transmitted to the Sacramento Municipal Utility District in a letter dated July 22, 1986. As proposed in our July ??,1986 letter, we have scheduled a meeting with your staff in our Bethesda office on March 3, 1987, to discuss the identified problems with the Rancho Seco RETS and ODCM and to review your proposals for resolving these issues.
